That doesn't mean it will happen – I'm not in the writer's room – but I do believe Tommy is simply a plot device right now.
As for whether Buck will get his happily ever after, that's something for Tim to decide - but after seven plus years, I hope he does.
Is Buck Gay on 9-1-1? Was it technically queerbaiting?
“Somebody called me a ‘bisexual bi-con’ in an interview last year, which I kind of loved. I like the silly stuff that [Buck] has dealt with, like, in episode 5, for example. I would like you to know that I truly don’t care. One of those scenes will include a costar Stark hasn’t shared much screen time with his season: Jennifer Love Hewitt, who plays Buck’s sister, Maddie.
“Next episode, there’s a really lovely Buck and Maddie scene,” he said.
I just play him truthfully.”

Oliver Stark and Ryan Guzman are very aware that 9-1-1 fans are hoping to see their characters, Buck and Eddie, get together — and they’ve opened up about whether there’s potential for a romance on multiple occasions.
Season seven episode four, 'Buck, Bothered and Bewildered', saw the character grow jealous over Eddie Diaz's new friendship with Tommy Kinard, only for Buck to understand by the end that it was never Eddie's friendship he was worried about but rather Tommy's attention, and the pair kissed. Buck's biggest weakness, however, is his scorching jealously, which is a focal point that leads to his first onscreen kiss with a man in "Buck, Bothered, and Bewildered."

Buck saw this as an opportunity to get to know another side of the fire and rescue operations, but was blindsided when he saw how close Tommy and Eddie got. Stark lights up at just the mention of the creative outlet, telling Us snapping photos has helped “slow him down” and “focus on the little moments,” both on and off set.
“It just makes me kind of appreciate things around me a little bit more,” he said.
You are not required to announce your departure.”
In an interview with Entertainment Weekly, Stark explained that he didn’t know about Buck and Tommy’s kiss until a couple episodes before it happened.

9-1-1 walks a fine line when it comes to queerbaiting because it's never been a show about just straight characters.
It was a good little reminder to the audience, because, obviously, we haven’t seen him for a little while.”
Tommy, however, isn’t the only character who shows up for Buck throughout the episode.

Fans have fallen in love with the character of Buck (played by Oliver Stark) over the past seven years, acknowledging his tender heart and willingness to jump without thinking for those he loves.
It’s nice to see that regard and that aspect [of their relationship],” he told Us.
“I don’t know many partners that would jump all in and be like, ‘You are right. “And for me, it’s a balancing act between telling a queer love story but also just telling a love story, and not always needing to focus on the fact that it is a queer story.
The answer is no. “If you are one of the smaller group of people commenting on my posts about how this has ruined the show. When Buck apologized to Tommy for the incident, Tommy unexpectedly kissed him.
It may have been more effective for Buck to have that pivotal realization with someone we know better, like Maddie.
